Missing Something?

I encountered this bathroom a few days ago. It’s located right by a pretty busy 7-11. I immediately had to wonder if someone miscommunicated the requirements for this bathroom. Those plants you see aren’t an addition to the inside of the bathroom, the stall area is wide open to the elements. Privacy anyone?
When you’re communicating with customers, colleagues, or anyone for that matter, be sure that what you are telling them is getting across accurately. Otherwise, you might end up with something missing.

I bet that’s actually pretty easy to clean as a result of being outside. You probably just get in there with a strong hose and go to town.
Are the stalls on the ladies side separated from each other by shrubs?
On the other hand, perhaps this bathroom is exactly what was desired. After all, these are male urinals, and men are known to urinate without must demand for privacy. Perhaps it was designed this way to eliminate wasted material usage. Taken another way, this bathroom may be a prime example of YAGNI.
