TextMate Tip: Color Picker

Here is a TextMate tip when you are editing a stylesheet and need some assistance with colors:

Shift + Ã¯Â£Â¿ + C

It will open up a color picker as shown.Ã‚Â Ã‚Â

Do you need to need a plugin for this?
When i press Shift + ï£¿ + C this gets pasted into my textmate window:
env: ruby: No such file or directory
